Nora Elizabeth "Libby" (Martin) Carter was born on December 29, 1938 to Loftus Gerald Martin and Mary Hutchison Martin in Chipley, Florida. She grew up in Columbus, GA, attended Columbus public schools and graduated from Jordan High School in 1957. She later also graduated from Brevard Community College in 1991 with an Associate of Arts degree in Office Systems Management. She also earned the status of Certified Professional Secretary.
She accepted Christ as her Savior as a young teenager and was baptized at Glen Anthony Baptist Church in Columbus, GA. Her Christian faith was very strong and she practiced her faith diligently throughout her life. She met Ronnie Carter in the summer on 1953 and they were married on August 24, 1956 and together for 62 years. She had three children: Ronnie Carter, Jr., Rhonda Carter (Gauger), and Robin Carter. She supported and encouraged her husband's work in the ministry for over 45 years. She sang in his church choirs and ensembles, and also taught children's choirs. Her outgoing personality was evident in her beautiful smile and contagious giggle that attracted people to her enjoyable friendship which she used to share the love of Jesus.
Mrs. Carter services were held on Saturday, September 8, 2108 at 10:00 AM in the Hubert C Baker Chapel of Baker McCullough Funeral Home. She was laid to rest at Greenwich Cemetery in Savannah Georgia.
